David Neal Phelps, 83, of Catlettsburg, passed away Wednesday January 17th at Kings Daughters Medical Center surrounded by his family.

David was born June 29, 1934 in Scott Depot, West Virginia to the late Ernest A. Phelps and Lona E. Pettry. He was raised by a special mother, the late Elma Hale Phelps.

In addition to his parents, Dave was preceded in death by his wife of 61 years, Marganna Cornett Phelps and a brother Bobby Gene Phelps

Survivors include a daughter, Angela Phelps of Atlanta, TX; a son, Danni (Jennifer) Phelps of Ashland; grandchildren Stephanie Friley (Chris) Gehring of North Royalton, OH and her children Halle Walker, Bryna Walker, and Kylie Walker; Christin Friley of Brooklyn, NY; Leslie Friley of Pittsburg, PA; Juliana Phelps (Aaron) Amos of Catlettsburg and their son Dylan Amos; and Lauren Phelps of Suffolk, VA

He is also survived by brothers Clarence (Charlotte) Phelps of Plant City, FL, Robert E. Phelps of Ashland, and Steven G. (Annette) Phelps of Crofton, MD, and a sister June Catherine Phelps of Nitro WV.

David graduated from Boyd County High School in 1954 where his passion was basketball. He is a Hall of Fame inductee scoring over 1000 points. After high school he proudly served in the US Army where he was stationed in Germany for 2 years. Upon discharge David briefly operated a general store in Catlettsburg before beginning a 34 year career at the Ashland Oil Refinery. At the refinery, he served several years as union president of the OCAW local 3-214, and retired as an Instrumentation Supervisor.

Dave was a lifelong sportsman well known in the community for his basketball, softball, golfing, bowling, and horseshoes. He was an avid fisherman traveling out of state multiple times a year for over 40 years.

He was a tremendous community service contributor, coaching elementary school basketball for over 20 years, primarily at the former Cooper Elementary school. He was a volunteer with the American Red Cross Boyd County Chapter and served in leadership positions for Kiwanis Club of Boyd County, and the Ashland Tristate Recreation Association.

Funeral services will be held 11:00 a.m. Saturday, January 20, 2018, at Steen Funeral Home 13th Street Chapel with Chaplain Jimm Smedley officiating. Burial will follow in Rose Hill Burial Park.

Visitation will be 5- 7 p.m. Friday and from 10 – 11 a.m. Saturday, at Steen Funeral Home 13th Street Chapel

So sorry to hear of David's passing. We were friends for many years, were neighbors,attended school togther with brother Clarence. He will be greatly missed.
