Mrs. Carter was born April 17, 1928 in Greenup County, Kentucky a daughter of the late Marshall and Monnie Hall Logan.
She was a member of the Wurtland Freewill Baptist Church and attended Lloyd Church of the Nazarene. She was a retired dietary supervisor from Kings Daughters Medical Center in Ashland, KY

Funeral Services will be conducted at 1:00 pm Wednesday, October 29, 2014 at Reed Funeral Home in Greenup by Pastor Kenneth Martin Jr. Burial will be in the Smith-Hall Cemetery, Warnock, KY
Visitation will be Tuesday from 6:00 - 8:00 pm and one hour before the service on Wednesday.
