Cesar Edgar DominguezSilsbee has lost one of its most dedicated leaders. Cesar Dominguez passed away October 17, 2011. He was born July 25, 1935 to Gilbert and Consuelo Dominguez of Silsbee and lived there throughout his life.

Cesar served the city of Silsbee in the capacity of tax assessor, finance director, assistant city manager and city manager, from which he retired in 1998 with a total of 38 years of service to his community. He was instrumental in the development of Silsbee's city parks, playing a key role in adding recreational facilities for the community, such as the addition of the parks' tennis courts and nature trails. This was a direct result of his passion for his community and commitment to providing a safe environment for the citizens and children.

Even after retirement, Cesar continued to champion and promote Silsbee and its citizens. He served as a volunteer for many local, county and district organizations including the Red Cross, Hardin County Appraisal District Board, Silsbee Library Board, United Appeals/Way, SETX Regional Planning Commission and Meals on Wheels. Cesar also received recognition for serving with the Salvation Army for over 42 years. He was dedicated to preserving Silsbee's place in history as a board member of the Ice House Museum and in any capacity needed to promote this unique part of Silsbee's history. In 2008, the City of Silsbee honored Cesar and his wife Edna as Citizens of the Year in recognition of their selfless service to the community.

Cesar walked softly through life but lead his family and community with very strong moral convictions, dedication and love. He had a unique mixture of humility and pride and everyone he knew was important to him. He displayed pride in his family's heritage and contributions to the community of Silsbee. His passion for the city of Silsbee was evident in his life's work.

Silsbee was Cesar's sanctuary along with his home and garden. His love of nature was displayed through his beautiful garden of fruit trees, plants and flowers. Alongside Edna, his wife of 51 years, he worked to develop a place of natural beauty and serenity that he lovingly shared with friends and family.

Cesar will be remembered for his strengths of kindness, respect, love and passion for his family and community.

He is survived by his wife Edna; daughters Carla Drake and husband Wayne of Silsbee and Pam Dominguez of Houston; son John Dominguez of Silsbee; sisters Celia Coleman of Beaumont and Carmen Read and husband Edwin of Lake Jackson; granddaughters Sarah Drake McKinney and husband Christopher of Pearland and Kathryn Drake of Nacogdoches and numerous nieces and nephews.

Funeral services will be 2:00 pm Thursday, October 20, 2011 at the First United Methodist Church of Silsbee with interment following in R S Farmer Memorial Cemetery. Visitation will begin at 5:00 pm Wednesday at Farmer Funeral Home.

In lieu of flowers, contributions can be made to the Ice House Museum, Silsbee Public Library or First United Methodist Church, McDonough Hall renovation.

Cesar was such a lovely human being. I only had one conversation with him, but it was a special one. Our daughter Wendy married into the wonderful Dominguez family, and knowing Cesar has been one of the blessings that keeps reminding us of the great family heritage in addition to the contributions to every aspect of the community that has always characterized Cesar and the rest of his family.
